This is not a prevention effect, so it will work even if the damage can't be prevented.

If two or more of these are on the battlefield, you apply them sequentially. So if the source would deal 5 damage while two of these are on the battlefield, the first one turns it into 3 damage, then the second one turns that into 2 damage.
