I agree. And even then... not so much. For the same CMC, you could search for this, or Whipcorder. What'll it be?
The whole point of 'tap target creature' cards is to prevent big creatures, the ones that probably have high toughness, from attacking. If this said 'toughness 2 or greater', then we'd have something. As it is, this card is only good for killing Ball Lightning.
