Slowtrips might suit to the Ice Age block flavor, but i think this could easily have been a cantrip, too.
Since this effect is only ueot and not permanently, this card only has a very minor use. Champion_Kitsune has a point here...

Ah well, it's okay in the right deck. Like with Zombie Musher. Too bad any deck that plays Zombie Musher is automatically the wrong deck.

One mana, cantrip, can be useful, esp. in block play. Not bad if your deck cares about snow.

even if it's in slowtrip form.

Pretty sweet with Radiate. Play both right before you turn and then draw a card for each nonsnow permanent on the board.
