No, he's a 3-mana 2/2 creature with the added ability of messing with time counters if you REALLY need it, at the mere cost of turning him into a 1/1 blue creature for U. At worst, if you need a one-drop 1/1 creature, you could also play him, and say you have a Sage of Fables in play, he'd get a +1/+1 counter on him. He's not too bad. Not good, but not bad.

This guy deserves better than a three, at least.
I mean, he can be a 1/1 for 1, a 2/2 for 3, or he can be morphed to mess with time counters, which can be quite powerful in the early game.
This is even barring Morph synergy.

Basically a 4 mana 1/1 creature. You never want to play it for the guy, just for the time counters.

If Jhoira ain't your general, then this guy ain't for you.

Of course there are other, better cards out there for removing time counters, but none of them disguise themselves as potentially scary morph creatures. Aside from the fact that there aren't a whole lot of said time counter cards anyway, a Jhoira deck should be so filled with massive creatures that your opponents will be banging their heads against the table wondering where to spend their precious removal. Ending turn with 3 mana open will keep opponents guessing whether you're gonna suspend something else or un-morph that creature, and if they've forgotten all about the existence of Timebender, then they'll be in for a shock once you un-morph and pull in that eldrazi 2 turns early.
