I'm surprised it hasn't been said in comment yet, but this card can counter ANY suspended spell that is coming into play. Suspend specifically says that when the last counter is removed, "play the card without paying its mana cost." That's the main point of this card.

If I was running blue and playing Time Spiral block constructed I would at least sideboard a playset if I didn't main deck. Most of the best stuff in the block came from playing suspended spells. Countering those for one blue is really good. Yes it's a niche card, only really useful in Time Spiral block, but in that niche it is excellent.

This counters Mental Misstep and FoW. It nails whatever BBE flips over. And Jhoira is not fond of seeing this as well.

This is one of those cards that I don't know if I'd ever actually use it, but I'm just glad that it exists. I like seeing all the little corners of design space get explored.
