Is it really so hard to figure out?
1) You can get this for under 50 cents, while Replenish is over $10.
2) Retether was printed more recently, and in a set that presumably had a larger print run. Also, Replenish is on the reserved list. All of which mean it would be harder to track down copies of it.
3) If you're playing an aura-deck, then it doesn't really matter if Retether only targets auras.

If you are playing an aura deck with enchantresses, this can make overdrawing well worth it with an Eldrazi Con***ion in hand, or any other big expensive auras.
