Better than Shock (unless you're up against pro-goblins; how often does that happen?). The flavor text seems to be reminding you to recur it with Wort, Boggart Auntie.

Useful in a Goblin deck if you use cards such as Auntie's Hovel and Wort, Boggart Auntie. Or at least it was during its block, but I don't think there's a format this is legal in that Lightning Bolt isn't legal in now.

Strictly better than Shock, although there are better variants IMO, such as the new Galvanic Blast.
