2Blue for a possible 3/3 is decent i guess, considering blue isn't known for cost effective creatures. but most likely it will it will only be a 2/2 since it will likely be in a merfolk deck. Since merfolk are best at abilities and not bodies, this isnt the best as a french vanilla. probably decent in limited though.

It's ok i guess. Blue doesn't want this though. Even in merfolk decks.
