Usually better than Goblin Shortcutter. But not a valid replacement.

Teferi, Mage of Zhalfir makes this how it should be. Try in Blue-White flicker deck for shinnanigans.
Edit: Deceiver Exarch i like better for this application. worth the one extra fo sho! it's almost like wotc can hear us, AND listened.

kind of wish this one had flash as well, perhaps if it had been a 1/2? maybe trying to avoid being too much like pestermite.

I agree with Davidhuman, this one really needed flash to be useful. Or maybe if it was able to untap, so you could play it on main phase 2 and untap one of your creatures. The way it's written, it just doesn't have enough utility.
