Phantom Monsters are good in limited. My guess is that this was a compromise, because Wizards didn't want to give us a pure white 3/3 flyer for 3White, while also stressing the importance of colors in this set.

Why does this have a drawback? Should have costed White2... Or less if heavier use of White would be used to cast it.

They can't all be good cards.

The bird's wings sort of make a heart shape, if you squint. So that's something.
