For that cost, they probably could have made it a straight-up cantrip.
Of course, this is black, and a 2/1 flier without any abilities costs 2Black, so an ability would add 1, reasonably, even if it is a mediocre, situational ability. So this card is technically on the curve.

Doesn't mean its any good to play.
