Average power for a 2-drop, and it gives you the precious option of unearthing it late game to pull the last damage you need to finish your opponent. I nickname him Zergscape Zombie for his swarming power.
It's not broken good, but it's good, and it's probably the best 2-drop for zombie tribal.
