You pretty much want to worry about playing mana ramp spells to get this out early if you want to benefit from the storm spell. Best I can come up with (And only on a lucky god hand):
Turn 1:
Mountain, Tap for {r}
Rite of Flame, {r}{r} floating
Rite of Flame, {r}{r}{r}{r}{r} floating
Seething Song, {r}{r}{r}{r}{r}{r}{r} floating
Seething Song, {r}{r}{r}{r}{r}{r}{r}{r}{r} floating
Dragonstorm, find 5 dragons.

There are plenty of red spells that give your more red mana as you cast them. Most obvious would be Seething Song. Two of those will give you all mana you need and pump storm counter. Now, if you just happen to have a hand of Dragonstorm, two Songs, Mountain, Infernal Plunge and Memnite/Ornithopter, that is first turn win.
Dragonstorm is horrifyingly fast if deck is built around it.

i am CLEARLY not a johnny, but jesus christ, i don't see HOW anyone could cast this with more than 1 or 2 storm for 9 cmc.

First I thought, "what's the point of Storm on this card? You're never gonna have enough mana to cast anything before it..."
And then it hit me, wait, mana-producing spells like Rite of Flame or Pyretic Ritual count for it... If you base your deck around it, you'll probably be playing 2-3 spells just to be able to cast it, that's an immediate 3-4 dragons on the battlefield. Not too shabby.

Geosurge is useless for dragonstorm. It can only be used to pay for creature or artifact spells, neither of which is DS.

While everyone wants to spam as many of these as possible, a single extra copy is usually enough to end the game. Even in EDH. Karrthus and Urabrask give approving nods.
