I don't think it's bad; blue has more artificial untap than you can really shake a stick at.
Shouldn't it's ability-text be errata's to just say Islandhome though, instead of the whole clump involving islands?
ALSO, I think it's a leviathan and not a serpent because it's clearly more fishy than seaserpenty.

Dear Wizards,
Stop updating cards. First, you add the term Islandhome, then you recently remove it, once you start printing cards that actually have Islandhome again. Also, why is this not a Serpent? You have ADDED more Serpents, and many of the art works seem to be based on this card, and yet you have decided this is now a Leviathan. Please, PLEASE stop.
