Good: in decks about charge counters and proliferate. Not awesome, but playable.
Bad: in all other decks.

And these "turn 2 this turn 3 I won" dreams... they always assume you got the perfect draw and your opponent does nothing to stop you.

Note: I might add one anyway in Commander/EDH decks if they run no colors that can deal with certain permanents (ie might put this into a monoblack deck to deal with artifacts and enchantments), since that format is pretty slow. Or I just stick to existing mass removal such as the disk or the o-stone.

This card is way to slow to be good out side of limited. I can win with infect before you play this card. Herp

Ah, this is contraption of the kind that opponent lets you to fully charge, before blasting it with Shatter and wicked smile. I'll take good removal spell over it at any time in draft, screw teh rarity.

The noob cannon is underrated. This can get out of hand rather quick with keys and proliferators.

If it takes you 4 turns to get this up and running, you're doing it wrong. Some present ways of speeding this up have been pointed out. You might also consider the possibility of a charge counter generator (reprinted or new) in one of the other two upcoming sets. For example:

T2 Coretapper
T3 Mimic Vat
T4 Lux Cannon

On T4, tap for 1 charge counter, then sac for 2 charge counters. Imprint the Coretapper. You may now blow something up with your fully-charged cannon. Furthermore, you now have access to a Vindicate each turn for {3}.

Sure, it's not a selective board wipe whenever you need it, but it requires only 3 cards as opposed to the 7-card combo previously mentioned. And to be objective, I think this combo is more a testament to the awesomeness of Mimic Vat than to Lux Cannon, but I'd run it in a casual deck none-the-less.
