I was just looking for a good one drop for my U/R madness deck, and this looks like it. Has speed over cards like Merfolk Looter, and more versatility than Aquamoeba. A fair trade I think.

That's only assuming they want to play a partially white deck/heavy blue deck, or worse, add a bunch of otherwise unhelpful cards to a deck just to be able to play that enchantment.
This card has speed going for it.
It's going to be in play early on and denying your opponent access to their early mana or attack force, or their mid-game fatties.
It also only requires you to have a single blue mana to cast it and use it each turn, meaning it functions well in any multicolored decks that run blue, not only for manipulating the enemy but also for untapping a land you currently only have one of to play a second spell of that color (For Example: On my first turn I played an Island and then trickster mage, but by turn 3 I only have one swamp and two islands. I want to play a Drekavac to discard Strength of Lunacy and turn him into a 5/4 Beast with protection from white but can't because I do not have two swamps available. By tapping one of those Islands plus Trickster Mage ... (see all)

a very much reduced power Mind Over Matter. However, if you have no Academy Rectors, I recommend this card as "Interesting" and possibly even "good".
It's less repeatable (costs activate mana) but definitely much faster to startup unless you're playing cheap dumb stuff, in which case Mind Over Matter isn't the combo I'd suggest. (Omniscience/Cascade/Storm is the combo I'd suggest for doing Awesome Broken Things)
