They made him 3/4 instead of 3/5 because they didn't want him to be strictly better than siege mastodon. Good thing too because that would have been terrible.

@DacenOctavio: maybe the reason you'd rather run the berserkers is because you haven't run battle cry. imagine attacking with the berserkers and 3 1/1's nothing much right? your opponent blocks the berserkers with a 5+ toughness wall and takes 3. no big deal. with the partisan you've got a guy that turns those 3 1/1's into 2/1's in essence, all you need is at least two more creatures than the partisan for it to be more attacking power than the berserkers. the partisan is clearly a better choice

He's not bad. a 4/4 for 5 isn't bad, but instead of giving that extra point of toughness to itself it gives it to all your other creatures with battle cry.
