Might be cheaper then Pacificm, but is neither completely reliable nor does it prevent the creature from blocking.
Oh, and it's strictly inferior to Kirtar's Desire.
Unless playing an enchantment based deck with cards like Mesa Enchantress (or other enchantresses when adding green), i'd certainly use a simple Swords to Plowshares instead, though.

I like the flavor text... That's about it though. Kinda reminds me of Cowed by Wisdom.
