It's not strictly worse then the wardriver since it has a more flexible mana cost and he gets the extra power as well. Therefore, this card IS situationally better then wardriver

I'm fairly certain it wouldn't have been overpowered to extend the bonus to all creatures, instead of merely Humans. I understand the added flavor; but I'm here to play, and flavor won't win you games. That being said, if you can manage to scrape together a decent R/W Human tribal deck, go for it.
