Not very exciting in limited as it can only counter 13 spells in the whole set. 6 in red, 4 in black, 2 in blue and 1 in white. 4 of them could target creatures too so that's only 9 spells hard-countered.

There are a lot of spells that target a player on the first turn (or after) in Legacy format.

While you can counter spells directed at players like Edicts, you can also stop beneficial spells like Heroes' Reunion and Stroke of Genius from helping their casters

Ertai's Trickery.
Out of all of these cards, only Abjure and Ertai's Trickery get a lower rating than Outwit.
@Becer: Actually, in Innistrad block there are a total of 37 spells that it can counter. Curses alone make it worth it. Here is the breakdown.
3 white, 7 blue, 10 black, 17 red

I think this would have been fine as "spell or ability." It would still be pretty narrow, and that's fine for 1 mana counterspells.
