Wow, I think you guys are seriously underestimating red board wipe. You try finding a cheap uncommon red mass creature kill. Chain reaction and Slagstorm are my first thoughts besides this, with chain reaction being a tad conditional, and slagstorm failing to do both damage to opponent and creatures.

Volcanic Fallout and Slagstorm are preferrable. If you want a bigger boom than Infest, you might as well go all in and all out and just WORLDFIRE

Every card in Time Spiral was a throwback to at least one previously printed card.
This card references Steam Blast in both ability and flavor text and is part of a cycle of instants with more powerful effects if played like sorceries (Haunting Hymn, Careful Consideration, Might of Old Krosa, Return to Dust, Sulfurous Blast)

Notably, unlike the other cards in this cycle of Instants that get a stronger effect when cast in the main phase,
the weakened effect might actually be preferable in various situations.
If your opponent only has no creatures with toughness 3 but you have, you can intentionally cast this during your upkeep or the combat step to make this board wipe less harming to your side, but equally harmful to your opponent's side.
