One important thing to note is that it doesn't stop creatures with abilities all that well, as during your upkeep it will not be detained for a moment when you need to target the creature again.
It is more like a pacifism that travels than an arrest unless you are targeting a creature that can only activate their ability with some restriction (ex. Sorcery speed), or whose ability is not useful in your upkeep.

it's more like an icy manipulator. i remember tax-rack deck. you want your opponent play more than one creature to make sure your wrath of god is always 2x1 at least.

@jjjcubed, I had to make an account to comment because that is a huge misunderstanding of the mechanic.

Yes you can use it to detain the same target over and over again as long as that target is a legal target. The reminder text states that the target can't attack, block, or activate abilities until your next turn. No where does it say that your opponent loses control of the creature. The creature will remain untapped, under your opponents control, unable to attack, block, or activate abilities until your next turn.

Arguably a bit pricey for what's basically a traveling Pacifism that also stops abilities. But I suppose that's the tradeoff for it not disappearing if the initial target is sacrificed (or an even worse threat pops up).

A traveling Arrest? For 4? That doesn't get removed when the creature is removed? This does alot of bonus things for that mana that it costs more than Arrest.
