I would argue that this is better than Counterspell in most circumstances... It doesnt cost UU, which is a fairly significant advantage in the early turns (assuming you're playing multiple colors)... It gives you knowledge of your opponent's next draw, which is really nice... and it can screw opponents out of drawing land...

Imagine fighting a deck filled with Memory Lapses, Chittering Rats, Grasp of Phantoms, Time Ebb and other similar cards... after a few turns of throwing stuff back on top of their library, you're guaranteed that they have not drawn any land, and they're likely stuck on however many land were in their opening hand... so even though you've only traded 1-for-1 a bunch, you have inadvertently mana-screwed your opponent... This occurrence is true even with just a single Memory Lapse, though only to a small degree...

Even without any support of any form, this is a fine unconditional har... (see all)

Jace's Erasure + Memory Lapse on their turn = 80% Counterspell. 80% is just a rough estimate... unless the opponent is able to draw again.

Great spell to slow your opponent down. IMHO, this imprints with Isochron Scepter better than vanilla Counterspell as it can lock your opponent's game.
