It's kind of expensive, despite being very fairly costed. It's three times the CMC of Honor of the Pure for, well, three times the effect and it doesn't care about creature colour. Yeah, it takes two colours to play, but one of those colours is green so there shouldn't be much trouble in getting to six mana by turn 3 or 4. I'd definitely give it a 4/5 because it really will end games quite quickly.

Absolutely bombastic. +3/+3 for everyone at all times turns chump into champ and threats into game ending monstrosities. Tis a shame there aren't any Angel token generators for Selesnya, swinging with 7/7 Angels backed up by, say, 8/8 Wurms and 11/11 Elementals? Glorious. Absolutely glorious.

No, this is not as good as Elesh Norn. So? A permanent +3/+3 buff to all your creatures is pretty darn tasty. 4/5.

This will definitely see play in EDH. As for standard? I'm unconvinced. The prospect of running several copies of this and Akroma's Memorial in a Primal Surge deck (using Arbor Elfs, Elvish Visionarys, and Elvish Archdruids to fuel it OF COURSE) is hilarious enough to be tempting.

If the likes of Gaea's Anthem are good, then this is triple that at only twice the cost. Remember this is green, and in green, you ramp.
Here's a possibly play:
T1: Forest, Arbor Elf
T2: Forest, Arbor Elf, Avacyn's Pilgrim
T3: Forest, Collective Blessing
T4: More creatures, maybe some of those centaur tokens, or more cheap drops, then swing for win on T5.

@LordRandomness: One word, and for that matter one Green: Fog. The bane of non-permanent pumps. And as I recall, there are no fewer than five fog variants in standard, as well as goodies like instant-speed protection. Permanency lets you get back on your feet the next turn.
