It surprises me that this is the first reprint. That said, any blue deck in a format with drawn out games will benefit from this card.

I'll never understand the Rhystic cards. They were very badly made, and this is no exception. The difference is that in this case the card came far better than intended as opposed to the rest that just didn't work.

Well, not much else to say about this card really. It's just permanently good.

The Rhystic cards, believe it or not, actually seem to have the same flavor as Force of Will.

That extra mana you pay to stop the Rhystic effect 'feels' a lot like the card you pay to outright counter something. If you watch a bunch of second season Yu-Gi-Oh! anime or a bunch of any DBZ anime....really just pretty much if you watch a bunch of anime then you can see the conceptual connection, although the execution is very different.

In Magic, Life Points and cards out of hand (either by discard or exile) are softer costs to pay to stop something than mana, but if you tried to imagine what casting Force of Will vs. 'activating' Rhystic Study by paying mana would "Look" like in a YouTube channel about Planeswalker Duels....they would probably end up being shown almost exactly the same way.

First of all, why did you ask the exact same question 3 times?

If by infuriating you mean confusing, I have to stop you there because this card is one of the most self-explanatory blue enchantments there is.

Now to answer your question "Do you pay the 1 mana". Well, let's read the card's text: "Whenever an opponent casts a spell you may draw a card unless that player pays 1". The keyword here is 'opponent'. You are not your opponent and therefore do not need to pay the 1 mana. If your opponent does not pay 1 mana, you draw a card, if they do pay 1 mana you do not draw a card. It says this right on the card so it boggles my mind that you even needed to ask this once let alone 3 times, but I hope I answered your question nonetheless.
