This card needs a ban in every format. I guess its okay in vintage, because there is allot better stuff then goblin recruiter. But this card was an obvious mistake and should be banned.
If it only fetched one goblin and put on topdeck, it would still be pretty good.

One problem with red decks is that they tend to run out of steam very quickly. Combo potentials aside, Goblin Recruiter allows you to put useful cards on top of your library without end, which is what you need to deliver the last killing blow.
