At 3 cmc it's quite well costed for it's single target effect. Overload does what it says...WITH FRIGGIN' DRAGONS!!

Yup, you are completely correct. This does not overwrite pumps, you a Kiln Fiend will become 7/4 after you cast this.
On an unrelated note, DGM is the first set in a while not to have any actual Dragons in it. I guess this will have to do.

Overload on this actually changes the text of the card to read "You win the game." Seriously, EVERYTHING IS DRAGONS.

Someone correct me if I'm wrong, but this actually works really well with things like Kiln Fiend or the newer Nivix Cyclops. They trigger on casting, their ability goes on the stack, the ability resolves, and then this resolves. Congratulations on your turn three possible 7/4 flyer.

But seriously, this is less of a combat trick and more of an "I win" card if overloaded with even a handful of utility creatures on the field. A Goblin Electromancer or two, a Guttersnipe, even a freakin' Augur of Bolas suddenly become DRAGONS! Best Izzet rare ever, in my humble opinion. Because who can argue with a field full of dragons?
