The elegant thing about Jace's deck is that it doesn't feature many "brute-force" milling spells like Mind Sculpt, which admittedly would have fit right into the theme.
Because of this, getting your Phantasm to turn into a 5/5 is going to take some work, but it's certainly possible. Crosstown Courier will net you some mill if he connects, Thought Scour is a cheap way to gain mill and maintain card advantage, and if you're lucky enough to find your Jace's Mindseeker, you'll be halfway to your 10 cards with that alone!
It's easy to forget that your opponent will be tossing cards into their graveyard naturally, but with Vraska as Jace's enemy deck, it's just as possible that those cards will be crawling right back onto the battlefield.
Personally, I think it's pretty cool that the Duel Decks will be fighting the war on two fronts; one fight for board advantage, and one fight for the graveyard as a reso... (see all)

A 5/5 flier that attacks on turn two or turn three is not to be underestimated. Compare to Delver of Secrets. This card demands removal from the opponent, so you can play Krovikan Mist later in the game from this Duel Deck without worrying as much about removal.
