The eagles are coming!
Sorry, I just had to.
In essence, this fulfills much the same role as Join the Ranks. The differences are, while it is a sorcery and not an instant - and a more mana intensive one at that - the tokens are bigger, fly, and trigger all the enchantment love this block has, similar to how Join the Ranks' tokens triggered allies in Zendikar.
Add Scry to that, and I think this card certainly has a lot going for it.
Plus I really like the art - it looks like the eagles are flying into a Wrath of God.

While it does cost a good bit of mana it's got a good home in Theros limited format. Late game it's also nice to be able to scry.

It might seem a bit rough compared to Talrand's Invocation, but A. that card was an uncommon and B. that card was tremendously good in that draft. Plus, these trigger constellation.
