If this said "draw a card" i think it would be nearly flawless. It would then become close to a Jace TMS, in terms of getting a super fatesteal, and brainstormish digging, for the equivalent mana cost of 2UU. It would also likely see play in legacy/vintage, although obviously nothing relative to Jace. The question is would adding "draw a card' to a 3/4 cmc blue library manipulation instant make it broken? I think not. As is this is an unplayable jank uncommon that wasted a pretty unique card design with the potential of entwining a fatesteal and ponder. Hopefully one day it will get reprinted with the necessary draw a card(would be epic and fitting to show up in scars block!). 2.5/5

I have a foil one of these in my Melek, Izzet Paragon EDH deck. Fix the top of my deck whilst screwing with an opponents deck, with a chance to do it a second time for free? Yes please.
Foil looks awesome as well.

Woah this is really good. Can stall an opponent with the worst draws for a few turns while optimizing your own. All at instant speed so you can bluff a counter in the meanwhile.

players saying this card and Ransack are bad, or not worth it, or whatever, must have never had the pleasure of determining their opponents' draws for the next several turns. i run this card, Ransack, Portent and Fatigue in the same deck, and it is awesome.
situational, but very powerful in a smart deck.
