2/2 Elf for 1G is fine. Ability's kinda lame though. If you have 8 mana to burn, chances are you're spending it on other things. Like Overrun.

I get the feeling most people would rather play Wildheart Invoker nowadays. +5/+5 and trample to target, pinned to a tougher creature. Sure, it costs twice as much, but when the part that makes them special costs 8, who cares if it costs 2 or 4?

He deserves a higher rating. Sure, his ability is outrageously expensive, but he's also a 2/2 for 2, which is fine on its own. The ability isn't something you'd use regularly -- it just provides a way to use your mana to win if you have an otherwise bad draw, while the creature still serves as a generic bear under normal conditions.
