I'd assume this would be good in a Green Deck, as they have few instants that are ONLY useful on an opponents turn... This card is certainly worth building around.

i built a deck with this, as i play with a guy that uses my end step to play his burn spells.
so once i added this to my elf deck i could beat his burn twice as often.

This is one of the most potent counterspell hosers in the game.

This helps win games left and right in a competitive format like Legacy.
