@Nathreet: I don't think it would be too strong. As an artifact destroyer, it's still a sideboard card after all. And i'd most often still prefer a Shattering Spree over something that asks you to pay a lot of mana for more expensive threats from your opponent.
"X or less" would make this spell more interesting, and various burn decks could consider using it since in Eteral Formats you encounter a lot of artifacts with a low CC, and in the late game this could be used as a blaze on the player while shattering his Chalice of the Void (which doesn't have one counter on it :P)

Would be better if it said X or lower. Then this would be a fireball + artifact destroyed. But then maybe that's too strong?

This is a bit like Spell Blast in that it works best against cheap stuff that costs very little mana. Where it is superior, however, is that it can staple on a Blaze in addition to its artifact removal. However, it is situational, but was right at home in Antiquities where it was first printed, as well as Mirrodin, where it was reprinted in an artifact-rich environment.
