The only thing that this is missing (that would put it on par with other 7 CMC creatures) is some sort of keyword ability...the fact that it's blue would either give it flying or shroud; it's not flying due to flavour reasons (bunnies and piranhas don't really fly)...I can't really think of an issue with shroud, though.
It could be used in the same decks as most other big beasts, though...the one blue component is hardly limiting for green.
