How useful it is depends on how many artifacts you intend to see. Too bad it's not all Artifacts in play...

the best way to use this is in a deck that makes stuff into artifacts,then you turn everything into an artifact and you have a very good power-boost from this

I have never liked abilities that depend on the number of certain cards an opponent has. They're just literally too much out of your control for my taste.
