Good effect, but it comes with a high cost.
As mentioned before, Retaliate probably works best in a life gain deck...

Works great in my life gain deck. When opponents attack me with absolutely everything, I survive the hit and throw this card in.

Generally the concept of Wrath of God is to prevent a whole heap of dudes from hitting you, but this has the following things going for it:
It's instant. Very important for a lot of decks.
It's compatible with Sunforger. Sunforger is very good once it's online.
It's political; the first guy to send his team at you is going to regret it.
