The oracle text for this is wrong.
It taps as a cost in the oracle text
in the original it says "tap if it wasn't tapped already", meaning the ability can be played even if the creature is tapped.
people will think "but it's the untap phase! it will have just untapped! whats the difference?" those people are fools, what if it's been enchanted with apathy? and you want to fling it?
foolish oracle!

He's not as good as Triskelion, and way worse than Wurmcoil Engine, but there are weaker six mana artifacts. His power is high enough for him to work as a finisher in a control deck, although I'm not sure how often I'd want to tap him down to add counters. The art is pretty cool as well, although he looks a little goofy for a 7/4.
