@Zoah I use Oboro Breezecaller with Fertile Ground and Dawn's Reflection to produce a ton of mana for nasty things. Also, Patron of the Moon is what you're supposed to do with the moonfolk.

Really not that bad. 2U for a 2/1 flyer is an acceptable creature. Sure, the ability is bad, but it's better than a 1.2 rating even if it was a plain vanilla.

This is the worst Moonfolk in my opinion. A 1/2 for 2Blue can only be so bad, but the ability just doesn't add much. Oboro Breezecaller would probably be better for mana-fixing in many decks and if you are mono-blue I guess you could use this to attempt to help creatures with Islandhome / Islandwalk? Ruin an opponent's mana in EDH? There are uses here but they won't appear too often.

As for moonfolk decks, I run one EDH and one for casual modern, here are some cards to think on: Patron of the Moon, Amulet of Vigor, Training Grounds, Roil Elemental, Empyrial Plate, Walking Atlas, Trade Routes, Foil.

This is one of those cards that gets a lower rating because of an awful activated ability. Consider dust imp.

I wonder. Are there any good moonfolk decks? By themselves, all they do is bounce so they can't use them. Then, even compensating for that with some play land cards, they don't seem to have any means of defending themselves. I think a 4/4 is the very largest body on any of them. The average is much closer to 2/2.

They also don't have any means of indirect defense. Just how do you play with these guys?

I don't know how to best use moonfolk, but Manabond couldn't hurt.

Really, they're pretty weak. I think the idea was to use them to keep your hand full for the block's "wisdom" cards... But those were pretty weak too. The whole block was weak.

@danyo622: That may be, but Blue is already supposed to get better Flying creatures than Black is. For example, consider Wind Drake.

Granted, this card works very well with Landwalkers. And Landfall/Retrace, but all the Moonfolk do that. Aside from that, though, not much...
