Your going to end up geting lots of counters on it as long as you use it for attacks or actions that seem natural.

Use with Handcuffs and Volrath's Motion Sensor. You can play this once during each turn, including your opponent's turn, so say it while they are trying to draw a card.

you'll probably get at least one token when you first say something along the lines of, "I tap 4 mountains and play goblin swat team"
oh and one more thing, if you've got a full un deck you probably have alot more random stuff going on to distract opponents from this effect
