I'd play him if he were a 3/3. As is, it's just too overcosted despite its neat ability.

This guy would be good if Arcane was a subtype existing outside of the Kamigawa set, unfortunately it isn't. It was a modular mechanic. Other examples of modular themes were creature classes added to spells, while good in theory it was problematic and WoTc nixed it. As annoying as Kamigawa set was it was one of my favorites, because of the creature types; samurai, ninja, and spirits. Fingers crossed that we might go back to that plane some day.
As far as this card is, its great for removing all the essential nonbasic lands currently being played. But its prohibitive because you have to be playing Arcane or Spirits to do so. The 1 toughness also makes it very fragile for a 5 CC creature.
