There's so many reasons to like this card. Fateseal on crack? Sure. Transmute to boot, just in case you're really needing another particular card? Why not.

BUT THE ART. HOW GOOD IS THAT. SERIOUSLY.

THAT SHOULD BE ON A DAMN MYTHIC.

Perfect_Genetics: It doesn't need to be good beyond the transmute. It can be transmuted for Yawgmoth's Will or Necropotence, the two most powerful black spells ever printed. Since Yawgmoth's Will basically wins you the game on resolution, and Necropotence basically wins you the game after one turn, those alone would make it an incredibly valuable card.

Cards don't exist in a vacuum.

This has viable playin Legacy, specifically in Mono-Black Pox

1. It can eat up an opponents brainstorm/ponder, which in a prison deck running discard people will do after you attempt to Thoughtseize/Inquisition of kozilek/Duress/Cabal Therapy etc...

2. you can force a draw lock on the opponent, which is crutial in the pox strategy, you know they are drawing useless cards for the next few turns makes your life easier.

3. You can transmute to grab a liliana of the veil or an ensnaring bridge or any other 3 cmc you might be running.

I think it's great. The only problem with is it cost 3, but with transmute, it needs to cost 3, so it's not even that bad of a fall back. yeah, it might take you a turn to play that card you go searching for, but at least you can go get it and not be lost in a sea of uncertainty. Perfect_Genetics: The rating is "so high" because three types of people will be looking at this card:

1) The type that needs a solid transmute card;
2) The type that really enjoys the flavor of this kind of effect;
3) People randomly lurking about Gatherer.

Let's analyze what rating each group is likely to give:
- Group 1 will see a solid transmute card at a useful CMC that can also be disruptive when absolutely necessary. I'd say, on average, they'll give this card a 3.5.
- Group 2 will see powerful library manipulation that also inspires them to get crazy with their deckbuilding ("Hey, I can finally draw that Paladin En-Vec I opened in a booster more consistently!"). They'll give this a 4 or higher.
- Group 3 is unlikely to rate the card, since it isn't particularly offensive to anyone's sensibilities (it's certainly no Jump).

That's why. Incidentally, this is a perfect example of why crowdsourcing is unreliable.

Mhhh, I've been buying so many boosters of Ravnica - but this card never showed its face among 'em! Too bad... ;-(

Compare to Sadistic Sacrament-

Same cost, though the sacrament is more color-heavy. Instead of getting to search, you can only remove the top 3 (who would bother choosing not to). I find sacrament's kicker cost to be a bit hard to achieve without support, even if the benefit is very worth it. Meanwhile machinations's secondary ability lets you find other cards you need, for the same cost. Muddle the Mixture is notorious in blue decks as a tutor, not a counterspell. Hmm...
