That card was in it's peak times worth more than 30$ or something around that... I think it deserves more than 2 stars. And there are many other ways to get 3 colors than by nonbasic lands. First, any land that sac (terramorphic expanse or fetchland) and mana generating artifacts and creatures or what not. I mean it totally destroys some decks.

The obvious problem is that if you're running a three color deck, you probably have nonbasics supporting it. Fetch lands are safe, though.

Countryside Crusher and of course Crucible of Worlds should be useful

If this was attached to a 3/3 body, I'd say it was good. But since it's not a creature that can beat face like Magus of the Moon, it's not that hot.

Birds of Paradise, the classic turn 2 enabler.

Hard to play, hard to combo. Planeshift is notorious for having very difficult to cast enchantments that provide negligible benefits. Enchantments such as this.

Play with some Obelisk of Junds? Maybe a Worn Powerstone or two?

This card was brutal in its standard time and saw a revival

Play with Dakmor Salvage and Life from the Loam, slow-rolling it until you accumulate some basics. Don't forget about Mox Diamond, too.

That's Dredge control for you. Of course, Dredge is much more powerful as aggro, so you don't see many people playing Dredge control. But you could. And this card isn't a bad place to start.
