Technically combos with Farewell to Arms, though you could just hit them with the Farewell to Arms twice. But personally I like the flavour of pinning someone's arm behind their back before cuffing them. Cough.

it combos with farewell to arms because the cost of breaking them is higher and nobody wants to put both their hands behind their back, so they have to pay one of the costs.
