I love these cards that randomly hose a color while still being devastating to all other colors. White-Blue really is the combination of colors you are looking for. Protects the dream, has azorius guildmage and many vigilant beatsticks.

I played this in a heavy counterspell lock deck featuring Winter Orb and Propaganda. Flew over everything with a Zephyr Falcon for days and denied any attempts to break it up.

3.5 is too low a rating for this card.

Underrated. Definitely a johnny card. In a W/U deck with vigilance creatures or Serra's Blessing this can cause big problems for any aggro opponent especially black and red due to their lack of enchantment removal. Mix in a painter's servant or other colour changer (or Rising Waters) and it can paralyse their creatures whatever their colour. Blue and White also have plenty of cards with which you can tap your opponent's creatures eg Blinding Light.

I really want to build a blue-green control deck now with this and either Quest for Renewal or Seedborn Muse. I might as well throw in some Tidal Visionarys and some Scuttlemutts too.

If you got a way to return permanents back to your hand at instant speed, you could do it at the end of opponent's turns so you can be unaffected. :)

Aside from that, I run this card in Numot, the Devastator with Tamiyo, the Moon Sage and Dawnglare Invoker. Seeing how Splinter Twin is one of my primary win conditions, keeping my opponents short on mana or drawing fire from my best enchantment is a primary concern. This card is one you can just set and forget and it helps your control deck's strategy.
