Works well with Deadeye Navigator. Blink it in response to its own ability, it stays on the battlefield while your opponent's creature still gets shuffled.

I see two effects here. First is to put the Stalker and target creature on top of libraries. Second: Shuffle libraries.

Question: Is it possible to interrupt in between two effects and have the top card of the library put into owners graveyard using a spell or an effect (such as Dream Twist or Shriekhorn) ?

Hobalay, it's not possible to do that, since you can't respond in the middle of something resolving. Even if you could, though, you wouldn't want to. Shuffling something into your opponent's library is usually much more thorough removal than putting it into their graveyard: There are tons of ways to get things out of graveyards, or to otherwise take advantage of cards there. Putting it back into their library, though, sure, they might get it back eventually, but they probably won't, and it'll still cost them drawing it.

This is a serious removal magnet in my EDH playgroup, because if it isn't dealt with in a timely fashion, it's Goodbye, General.

Easy to abuse with Leyline of Anticipation and things like Wormfang Drake or Man-o'-war.

Consider running it next to a few Training Grounds and other creatures who can utilize the grounds (such as DImir Guildmage.)

Certainly worth considering in the same kinds of decks that utilize ManoWar as this covers not only the 2-drop slot; but it covers the liability of a creature you want to actually get rid of and not just stall.
