Not exactly. "Mono Artifact" is how they indicated in Alpha, Beta and Unlimited that the artifact's ability could only be used once per turn. Even sans errata, it can still only be used once. And in Alpha, artifacts' abilities were activated by tapping the artifact. The errata on this one really only updates the text for modern terminology.

If it had been rare and not been reprinted in Revised Edition, we'd be referring to a set of cards called the Power 10 instead of the Power 9.
