I need to see a lot more than 8/8 with drawbacks in a creature who would empty the world's oceans.

Very limited use, the last ability is the saving grace as blue doesn't get much in terms in creature burn

Do not accuse Homelands for this creature. It's not so much different from Leviathan or Polar Kraken. Big blue creatures just had to have these disadvantages in the early Magic.
@OmegaSerris: Funny you write that when Homelands is just the set that has a blue token producer: Wall of Kelp.
