This card isn't the best in the world, but it's a beautifully designed card through and through.
If you can get the reaper off, it's devastating (vindicate every time you toss out a scarecrow, or vindicates after flicker your board of scarecrows?)
The flavor of this thing is off the chart.
It's a Tribal Scarecrow lord, tying together all the wacky scarecrows throughout the Lorwyn/Shadowmoor blocks
It's a fun card. Despite its cost and other prohibiting factors, it's a card that's fun wherever you play it, and you have to build smartly to bring out its potential.
It is a masterfully made card. R&D did well with this one.

I love everything about this card. Flavor text, art, rules text, creature type, casting cost. Like a few others who posted on this thread, he is the commander of my changeling/scarcrow Commander deck.
With a suite of artifact mana fixers and another suite of multicolor removal, dreadbore, terminate, vindicate, putrefy and wrecking ball, the deck is seriously removal heavy. I need to update the deck with some flicker effects to make it an even bigger threat.
Just remember, Painter's Servant is banned from commander decks.

With the new Legendary rules you could cast the extra's in your hand for Vindicate effects and still keep him around. Good times.
