They were going to put this into Time Spiral as the representative of "Magic cards with tiny rules text." Unfortunately with all the errata this thing has to make it, you know, the rules text is too long to be put onto a text and actually have room when it is translated into other languages (even with tiny, tiny font.) It would have been awesome to see this thing be standard legal though.

This card is amazing to build a deck around, no creatures, combined with takklemaggot makes for confused opponents and overly fun games.
