While I am partial to how versatile Negate is, this is a solid choice considering how creature based the majority of decks are.
5/5 just for how efficient it is and for how glad I am that it came back in this core set.

They need to just keep the staple counter combo of Spell Pierce / Mana Tithe , Essence Scatter and Negate . All three are useful early and often, aren't overly powerful while remaining useful and as they are commons are a great pauper / new player friendly entry card. Cancel can just keep at an every other core reprint as long as we have these three.

@littlet93: You can counter creature spell cast from hand or when an affect says "you can CAST/PLAY card...". You can't counter creature that is "PUT onto the battlefield".
